Dear President Clinton:

June 24 begins NASA's high risk phase of the Cassini Mission. We urge you to stop the NASA-scheduled Cassini Earth flyby and encourage you to work for humanity's best interests in this matter and order NASA to redirect Cassini toward the sun or other appropriate direction that doesn't threaten Earth's atmosphere with 400,000 curies of a breathable form of plutonium dioxide pollution.

Three consecutive Titan 4 rocket failures and a very active solar flare cycle are reason alone to act on the side of caution. Please do not permit actions that can jeopardize humanity for generations by a plutonium-laden probe traveling with toxic substances coming toward our home at 10 miles per second!

Substantial evidence shows that it takes only one decaying radioactive atom to produce permanent mutation in a cell's genetic molecules. This was shown by the work of Dr. John Gofman in 1990 for x-rays, gamma rays, and beta particles (Gofman 1990: Radiation-Induced Cancer from Low-Dose Exposure). For alpha particles, the logic of no safe dose was confirmed experimentally in 1997 by Tom K. Hei and co-workers at Columbia University College of Physicians and Surgeons in New York (Proceedings of the National Academy of Sciences (USA) Vol.94, pp.3765-3770, April 1997, "Mutagenic Effects of a Single and an Exact Number of Alpha Particles in Mammalian Cells").

Please consider reversing your position following your review of the U.S. Cassini Safety Evaluation Report. This report, in contrast with NASA, states that the containers for the plutonium could not survive an inadvertent reentry at the Cassini flyby's expected speeds.

We also encourage you to reverse the direction of the arms race by supporting the banning of all spaced-based weapons. You can lead the military-industrial complex to lucrative projects that benefit humanity without threatening the health of billions of people and our ecosystem.

We would appreciate your taking such courageous actions.
