Editor's Notes:

I am not going to give much in the editor's since the items are enough. This didn't even touch today's news of the Madrid bombing, the threat of more terrorism, more killings in Iraq. If you aren't a bit depressed from all this news, I'd be worried.. But since most will get this news tomorrow, a new day always brings hope, and opportunities to do something about the madness. Perhaps there is time for a poem, a song, a knowing, encompassing all things growing, and like the river, flowing, to deeper meanings of love..

And we can take some measure in comfort knowing that all this information is making truth more evident. Awareness is increasing to awaken the masses. This may be our year to give peace a chance.

Please note more information on March 20th peace actions is in item 4.

Let's do what we can accomplish, and unite on common ground

for all our relations -- mitakuye oyasin --

UK Chief Scientist: We Face Climate Disaster -- Bigger Threat than Terrorism

LONDON
10/03/04 - News and city section

'We face climate disaster'
By Ben Leapman, Evening Standard Political Reporter

The Government's chief scientist today set out an "apocalyptic vision" of global warming bringing back the conditions which drove the dinosaurs to extinction.

Professor Sir David King told a House of Lords committee that urgent action was needed "within the next few years" to avert the threat of sudden and severe climate change.

He claimed that last summer's heatwave was a man-made event and a warning sign of worse to come.

And he defied Downing Street by repeating his charges that global warming is a bigger threat than terrorism, and that Washington is failing to tackle the problem.

On a recent trip to America to talk about the threat of global warming, Sir David was warned by Downing Street to limit his contact with the media.

A memo from a No10 aide was leaked to a journalist in Seattle, where the scientist was delivering a lecture.

Today, Sir David told the peers that the level of carbon dioxide in the atmosphere was probably the highest it had been for 65 million years, since the Palaeocene epoch when most dinosaurs became extinct.

He said the era saw a "massive reduction" in life on earth and added: "The Antarctic was the best place to be at that time. The rest of the world was virtually uninhabitable."

He also delivered a thinly-veiled attack on President George Bush by praising the effort which individual American states were making to curb their carbon dioxide emissions, in the absence of a ruling from Washington.

And he accused American oil giant Exxon of funding lobbyists who are trying to undermine the consensus on global warming by suggesting that scientists are divided on the nature of the problem.

Sir David said: "This is the biggest issue for us to face this century.

"It's man-made. The science is done. It's complete. It's a matter of political understanding. I personally have little doubt that unfortunately, as time moves on, the global warming events such as the very high temperatures in Europe over the past summer and the flooding two years before will occur more frequently, and the understanding of what's driving these will become more apparent.

"And I think nations across the world will understand... that action has to be taken."

In the past few centuries, carbon dioxide in the air has risen from 270 to 370 parts per million and is still on the increase, Sir David said.

He predicted that if the level reached 550 parts per million, the polar ice caps would melt and the Gulf Stream current would be reversed, plunging Europe into a new ice age while the rest of the globe overheated.

To avoid that threat, he said, the level needed to be stabilised at 450 parts per million.

- - US has given weapons-grade uranium to 43 nations

The US has given weapons-grade uranium to 43 countries including Pakistan since the 1950s under the Atoms for Peace program and is making little effort to get them back, a government department reported. The Department of Energy said in a report that among the countries which have refused to return the material are Pakistan, Iran, Israel, Mexico, Jamaica and South Africa.

An Effort on Atomic Waste Is Called a Failure
By MATTHEW L. WALD

NY Times - Published: March 11, 2004

WASHINGTON, March 10 - A multibillion-dollar program to deal with millions of gallons of high-level radioactive waste at a nuclear weapons plant in South Carolina is failing because technicians cannot get the waste out of the tanks where it has been stored for the last half-century, an influential environmental group says.

The failure raises the likelihood that the wastes will cause further contamination of the Savannah River, which separates South Carolina from Georgia, and underground water supplies, says a report due to be issued Thursday by the group, the Institute for Energy and Environmental Research.

As one example of the problems cited by the institute, based here, its report says the amount of radioactive cesium that the Energy Department now plans to leave behind in a single tank is five times as large as the amount it planned two years ago to leave in all 51 tanks combined.

BY JACQUELINE CHARLES AND DAN DEVISE
jcharles@herald.com

PORT-AU-PRINCE -- A former Haitian foreign minister and popular South Florida television talk-show host was selected Tuesday to become Haiti's next prime minister.

Gerard Latortue, a critic of exiled President Jean-Bertrand Aristide, was chosen after two days of painstaking deliberations by a U.S.-backed ''council of sages'' to fill the power vacuum created Feb. 29 when Aristide resigned. Latortue will lead a transitional government that will pave the way for presidential elections early next year..

Thursday, March 11

Just back from the Central African Republic, Kim Ives, an editor of the Haitian newspaper Haiti-Progres, discusses the events surrounding President Aristide's overthrow. Ives spoke with Aristide in his native Creole and was able to piece together what is probably the most comprehensive picture of what Aristide says happened to him and his wife the morning they were forced out of Haiti.

- - Aristide to file suit against U.S.
Ousted president illegally deposed, lawyer says
by OAKLAND ROSS
Haiti's ousted president Jean-Bertrand Aristide is launching criminal charges against at least four U.S. government officials, saying they plotted his overthrow late last month and then abducted both him and his wife.

The individuals named in the action include Secretary of State Colin Powell and Defence Secretary Donald Rumsfeld, as well as the United States' second-ranked diplomat in Haiti, Luis Moreno, and Assistant Secretary of State Roger Noriega.

Following his ouster on Feb. 29, Aristide has repeatedly said the U.S. government masterminded his overthrow and kidnapped him and his wife by forcing them on to a plane that flew them to Africa. They left Haiti as an armed rebellion swept through much of the troubled Caribbean country.

In a letter addressed to U.S. Attorney-General John Ashcroft, the deposed president's Miami-based lawyer is calling on the U.S. Justice Department to conduct an investigation into the events surrounding Aristide's hurried departure from Haiti. The lawyer, Ira Kurzban, said there is "a prima facie case" that Aristide and his wife Mildred, a U.S. citizen, were forced to leave Haiti against their will and that several U.S. criminal laws were broken by the officials named in the action.

"Many of you are aware that March 20th marks the one-year anniversary of the pre-emptive war in Iraq. A number of leading peace groups and coalitions have recognized this day as a Global Day of Action to protest against the invasion, occupation and corporate control of Iraq. Rallies and marches will bring millions of people into the streets in cities around the world, to rally for peace and protest the effects of the Bush Administration's policies at home and abroad.

Dennis Kucinich is the only national political leader who represents the peace movement. Before the war began Dennis Kucinich saw through the lies that fueled the Bush Administration's climate of fear and violence. He led the opposition to the war in Congress, and he remains one of the most credible voices within the Democratic Party when speaking about the need to bring our troops home. His position - US out, UN in - remains the only credible alternative to the current reality.

For these reasons, and for others, Dennis Kucinich has been invited to speak at one of the largest March 20th rallies, in New York City. Supporters of the Kucinich Campaign will be on hand there, and all over the country, to bring home the message: US out, UN in.

Please locate peace activities taking place in your part of the country, and work with the Kucinich Campaign to make them a success. Look for events in your area at: www.unitedforpeace.org/calendar.php?caltype=17

- - Election panel OKs Illegal software

The Indiana Election Commission voted late Wednesday to let four counties use illegal voting software after hearing desperate appeals by county clerks who feared primary election disasters if they didn't get help. The unanimous decision by the four commission members, though, belied the anger they felt at Election Systems & Software, the voting equipment vendor whose mistakes had created the potential mess for the state and Johnson, Vanderburgh, Wayne and Henry counties.

Florida elections workers counted ballots by hand -- again -- on Wednesday after improperly coded ballots appeared to give former presidential candidate Rep. Dick Gephardt a decisive win in one Panhandle county. On the other end of the country, a report Wednesday found that a computer battery problem affected about 40 percent of polling stations in San Diego County, Calif., delaying and frustrating voters who lined up to cast electronic ballots in last week's primary.

- - White House vs. 9/11 Panel: Resistance, Resolution

Just before Sen. John F. Kerry accused President Bush on Sunday of "stonewalling" an investigation into the Sept. 11, 2001, attacks, the chairman of Bush's reelection campaign said the White House had been "entirely cooperative" with the independent commission conducting the probe.

Yet last week, Congress rushed to approve legislation extending the deadline for the Sept. 11 commission -- in large part because constant feuding with the White House had made it impossible for the panel to complete its work on time.
