Editor’s Notes:"Leonard Peltier is a great-grandfather, artist, writer, & indigenous rights activist. He is a citizen of the Anishinabe and Dakota/Lakota Nations who has been unjustly imprisoned since February 6, 1976, thirty-two years ago. He was involved in the American Indian Movement, and went to assist the Oglala Lakota people on the Pine Ridge Reservation in the mid-70s where a tragic shoot-out occurred on June 26, 1975. Accused of the murder of two agents of the Federal Bureau of Investigation (FBI), Peltier fled to Canada believing he would never receive a fair trial in the United States. On February 6 when he was apprehended, the FBI knowingly presented the Canadian court with fraudulent affidavits, and Peltier was returned to the U.S. for trial.
Key witnesses were banned from testifying about FBI misconduct and the conditions and testimony of the atmosphere on the Pine Ridge Reservation at the time of the shoot-out was severely restricted. Important evidence, such as conflicting ballistics reports, was ruled inadmissible. Still, the U.S. Prosecutor failed to produce a single witness who could identify Peltier as the shooter. Instead, the government tied a bullet casing found near the bodies of their agents to the alleged murder weapon, arguing that this gun had been the only one of its kind used during the shootout, and that it had belonged to Peltier.
Later, Mr. Peltier’s attorneys uncovered, in the FBI’s own documents, that more than one weapon of the type attributed to Peltier had been present at the scene and the FBI had intentionally concealed a ballistics report that showed the shell casing could not have come from the alleged murder weapon. Other troubling information emerged.." In item two we have more information on this case and the denial of an Executive Clemency Petition by President Clinton before he left office (while under threat of court action for lying under oath about his affair with Monica Lewinsky). Clinton did provide quite a few pardons, but they were for apparent underworld connections. Also, this item includes reasons why another Clinton administration would bring more of the same.
Not one candidate is really talking about having a new 9/11 investigation, except former Senator Mike Gravel, who has joined the commission for the NYC 9/11 Ballot Initiative. More on this and other actions requiring your attention could stop the next false flag event (no matter who may be elected President). Note the new Seymour Hersh article on what Israel bombed in Syria, and why this is a threat to Iran and all of us. I am in the process of reading THE SHELL GAME – which is about such a plan, in the form of an action-packed novel. Finally, the 9/11 truth movement is getting support from many talented professional writers, actors, filmmakers, bringing an awareness into the mainstream consciousness in an effective, non-threatening, actually entertaining manner. But corporate America will not be promoting such books and films. We need your actions; united we stand, divided we fall. These mediums will help us go beyond preaching to the choir.

Sometime after midnight on September 6, 2007, at least four low-flying Israeli Air Force fighters crossed into Syrian airspace and carried out a secret bombing mission on the banks of the Euphrates River, about ninety miles north of the Iraq border. The seemingly unprovoked bombing, which came after months of heightened tension between Israel and Syria over military exercises and troop buildups by both sides along the Golan Heights, was, by almost any definition, an act of war. But in the immediate aftermath nothing was heard from the government of Israel. In contrast, in 1981, when the Israeli Air Force destroyed Iraq’s Osirak nuclear reactor, near Baghdad, the Israeli government was triumphant, releasing reconnaissance photographs of the strike and permitting the pilots to be widely interviewed.
Within hours of the attack, Syria denounced Israel for invading its airspace, but its public statements were incomplete and contradictory—thus adding to the mystery. A Syrian military spokesman said only that Israeli planes had dropped some munitions in an unpopulated area after being challenged by Syrian air defenses, “which forced them to flee.” Four days later, Walid Moallem, the Syrian foreign minister, said during a state visit to Turkey that the Israeli aircraft had used live ammunition in the attack, but insisted that there were no casualties or property damage. It was not until October 1st that Syrian President Bashar Assad, in an interview with the BBC, acknowledged that the Israeli warplanes had hit their target, which he described as an “unused military building.” Assad added that Syria reserved the right to retaliate, but his comments were muted.

The attack was especially dramatic, the Syrian senior officer said, because the Israelis used bright magnesium illumination flares to light up the target before the bombing. Night suddenly turned into day, he told me. “When the people in the area saw the lights and the bombing, they thought there would be a commando raid,” the senior officer said. The building was destroyed, and his government eventually concluded that there were no Israeli ground forces in the area. But if Israelis had been on the ground seeking contaminated soil samples, the senior officer said, “they found only cement.”
A senior Syrian official confirmed that a group of North Koreans had been at work at the site, but he denied that the structure was related to chemical warfare. Syria had concluded, he said, that chemical warfare had little deterrent value against Israel, given its nuclear capability. The facility that was attacked, the official said, was to be one of a string of missile-manufacturing plants scattered throughout Syria—“all low tech. Not strategic.” (North Korea has been a major exporter of missile technology and expertise to Syria for decades.) He added, “We’ve gone asymmetrical, and have been improving our capability to build low-tech missiles that will enable us to inflict as much damage as possible without confronting the Israeli Army. We now can hit all of Israel, and not just the north.”
Whatever was under construction, with North Korean help, it apparently had little to do with agriculture—or with nuclear reactors—but much to do with Syria’s defense posture, and its military relationship with North Korea. And that, perhaps, was enough to silence the Syrian government after the September 6th bombing.
It is unclear to what extent the Bush Administration was involved in the Israeli attack. The most detailed report of coöperation was made in mid-October by ABC News. Citing a senior U.S. official, the network reported that Israel had shared intelligence with the United States and received satellite help and targeting information in response. At one point, it was reported, the Bush Administration considered attacking Syria itself, but rejected that option. The implication was that the Israeli intelligence about the nuclear threat had been vetted by the U.S., and had been found to be convincing.
Yet officials I spoke to in Israel heatedly denied the notion that they had extensive help from Washington in planning the attack. When I told the senior Israeli official that I found little support in Washington for Israel’s claim that it had bombed a nuclear facility in Syria, he responded with an expletive, and then said, angrily, “Nobody helped us. We did it on our own.” He added, “What I’m saying is that nobody discovered it for us.” (The White House declined to comment on this story.)
There is evidence to support this view. The satellite operated by DigitalGlobe, the Colorado firm that supplied Albright’s images, is for hire; anyone can order the satellite to photograph specific coördinates, a process that can cost anywhere from several hundred to hundreds of thousands of dollars. The company displays the results of these requests on its Web page, but not the identity of the customer. On five occasions between August 5th and August 27th of last year—before the Israeli bombing—DigitalGlobe was paid to take a tight image of the targeted building in Syria.
Clearly, whoever ordered the images likely had some involvement in plans for the attack. DigitalGlobe does about sixty per cent of its business with the U.S. government, but those contracts are for unclassified work, such as mapping. The government’s own military and intelligence satellite system, with an unmatched ability to achieve what analysts call “highly granular images,” could have supplied superior versions of the target sites. Israel has at least two military satellite systems, but, according to Allen Thomson, a former C.I.A. analyst, DigitalGlobe’s satellite has advantages for reconnaissance, making Israel a logical customer. (“Customer anonymity is crucial to us,” Chuck Herring, a spokesman for DigitalGlobe, said. “I don’t know who placed the order and couldn’t disclose it if I did.”) It is also possible that Israel or the United States ordered the imagery in order to have something unclassified to pass to the press if needed. If the Bush Administration had been aggressively coöperating with Israel before the attack, why would Israel have to turn to a commercial firm?
..One answer, suggested by David Albright, is that Israel did not trust the international arms-control community. “I can understand the Israeli point of view, given the history with Iran and Algeria,” Albright said. “Both nations had nuclear-weapons programs and, after being caught cheating, declared their reactors to be civil reactors, for peacetime use. The international groups, like the U.N. and the I.A.E.A, never shut them down.” Also, Israel may have calculated that risk of a counterattack was low: President Assad would undoubtedly conclude that the attack had the support of the Bush Administration and, therefore, that any response by Syria would also engage the U.S. (My conversations with officials in Syria bore out this assumption.)
In Tel Aviv, the senior Israeli official pointedly told me, “Syria still thinks Hezbollah won the war in Lebanon”—referring to the summer, 2006, fight between Israel and the Shiite organization headed by Sheikh Hassan Nasrallah. “Nasrallah knows how much that war cost—one-third of his fighters were killed, infrastructure was bombed, and ninety-five per cent of his strategic weapons were wiped out,” the Israeli official said. “But Assad has a Nasrallah complex and thinks Hezbollah won. And, ‘If he did it, I can do it.’ This led to an adventurous mood in Damascus. Today, they are more sober.”
That notion was echoed by the ambassador of an Israeli ally who is posted in Tel Aviv. “The truth is not important,” the ambassador told me. “Israel was able to restore its credibility as a deterrent. That is the whole thing. No one will know what the real story is.”
There is evidence that the preëmptive raid on Syria was also meant as a warning about—and a model for—a preëmptive attack on Iran..
“He was telling the Chinese leadership that they’d better warn Iran that we can’t hold back Israel, and that the Iranians should look at Syria and see what’s coming next if diplomacy fails,” the person familiar with the discussion said. “His message was that the Syrian attack was in part aimed at Iran.”

I would like to add my impressions of last night.
Wow.
What a powerful film.
I'm addicted to documentaries myself and prefer the History Ch. to just about any drama at this point. So the high quality documentaries about 9/11 are great. BUT--
I would never underestimate the power of a docudrama.
Last night it was a case of powerful actors using their skills to depict real people dealing with the trauma of Sept 11th, not just for their own personal grief, but also for the country that they love. The photography, music, and production values were superb.
Sept 11th was what is called a Psy-Op: a psychological operation to blow us away, as we all were. To be so overwhelmed that we would suspend our normal investigative processes and blindly accept the official version of what happened. To review the scientific evidence of the physicists, engineers, and pilots doesn't always address the huge paradigm shift that is necessary--- to realize that elements in our own government created for us a NEW Pearl Harbor. Because this is SUCH an emotional issue, a huge percentage of the population will GET this information much more directly through their emotional center by watching this fictional father deal with the facts of his daughter's death. Meanwhile an enormous amount of real factual data is shared from reliable sources.
For anyone inspired to see this information go public, promoting this film is about the most useful thing you could do. The producers are distributing it themselves, which means they will rent theaters across the country. If attendance is high here in L.A. their track record will allow better acceptance elsewhere and possibly favorable reviews that could translate into film festival entries here and abroad.
This can then help promote the NYC ballot initiative to open the first REAL investigation of Sept. 11th.
Joseph Culp and partners have put six years into this courageous film. Let's brainstorm and spread the word to fill the seats--all across the country. This film stands on its own as riveting entertainment; but if it can turn this crazy regime of terror around, that even the election won't be changing.

WASHINGTON (AP) — The Sept. 11 commission's executive director had closer ties with the White House than publicly disclosed and tried to influence the final report in ways that the staff often perceived as limiting the Bush administration's responsibility, a new book says.
Philip Zelikow, a friend of then-national security adviser Condoleezza Rice, spoke with her several times during the 20-month investigation that closely examined her role in assessing the al-Qaida threat. He also exchanged frequent calls with the White House, including at least four from Bush's chief political adviser at the time, Karl Rove.
Zelikow once tried to push through wording in a draft report that suggested a greater tie between al-Qaida leader Osama bin Laden and Iraq, in line with White House claims but not with the commission staff's viewpoint, according to Philip Shenon's "The Commission: The Uncensored History of the 9/11 Investigation."

Many Americans are content with the 9/11 Commission Report, but the two chairmen of the commission, Thomas Kean and Lee Hamilton are not. Neither was commission member Max Cleland, a US Senator who resigned from the 9/11 Commission, telling the Boston Globe (November 13, 2003): “This investigation is now compromised.” Even former FBI director Louis Freeh wrote in the Wall Street Journal (Nov. 17, 2005) that there are inaccuracies in the commission’s report and “questions that need answers.”
Both Kean and Hamilton have twice stated publicly, once in their 2006 book, Without Precedent: The Inside Story of the 9/11 Commission, and again in the January 2, 2008, New York Times, that there are inaccuracies in their report and unanswered--or mis-answered--questions.
On the second day of this new year, Kean and Hamilton accused the CIA of obstructing their investigation: “What we do know is that government officials decided not to inform a lawfully constituted body, created by Congress and the President, to investigate one of the greatest tragedies to confront this country. We call that obstruction.”

Straight talking American icon Willie Nelson today told a national radio show that he thought the twin towers were imploded like condemned Las Vegas casino buildings, as the country music superstar controversially voiced his doubts about the official 9/11 story.
Agreeing with host Alex Jones that he questioned the official story, Nelson elaborated, "I saw those towers fall and I've seen an implosion in Las Vegas - there's too much similarities between the two, and I saw a building fall that didn't get hit by nothing," added Nelson, referring to WTC Building 7 which collapsed in the late afternoon of September 11.

‘One of the most explosive situations reportedly implicates Governor Tommy Thompson, appointed by President George W. Bush as the Secretary of Health and Human Services to replace outgoing Clinton appointee Donna E. Shalala [who, by the way, has since been banished to Florida, i.e. as far away from Wisconsin as possible]. It all revolves around a huge reputed CIA espionage slush fund, from Switzerland, reportedly operating without legal authority in Wisconsin through the criminality of Governor Tommy Thompson. The billions and billions of dollars has been called by the innocent-sounding name, Children’s Defense Fund. Playing a key role in the dirty business reportedly was Donna E. Shalala, starting when she was Chancellor of the University of Wisconsin at Madison and continuing when she was Secretary of Health and Human Services (HHS)’.
WR ‘OUTED’ HILLARY RODOMSKI CLINTON BACK IN 1992
In 1992, we published an issue of International Currency Review featuring Hillary Rodomski Clinton on the front cover (2), and addressing her ‘stewardship’ inter alia of the Children’s Defense Fund – which had been pulled to shreds, insofar as this could be done without incurring the anger of the CIA, by the Government Accounting (now ‘Accountability’) Office (GAO). Even then, the GAO was not amused by the dubious record of the President’s CIA wife, as Director of that operation.
The late Sherman Skolnik elaborated:
‘An official [actually, for some years, the head – Ed.] of the Children’s Defense Fund has been Hillary Clinton… Her reputed lover and law partner, in the Rose Law Firm, Little Rock, AK, was Vincent W. Foster Jr., for a few months in 1993 serving as Clinton White House Deputy Counsel. Foster was the courier and ‘bagman’ for the Fund, travelling widely, prior to the White House job, to and from Little Rock, Wisconsin, Chicago, Switzerland, Russia'.
'He started, in July 1993, to turn over incriminating records of the Children’s Defense Fund as a huge money laundry, to the then FBI Director, William Sessions. The day before Foster’s body was found in Fort Marcy Park, Virginia, Sessions was unceremoniously sacked on ridiculous charges that he defrauded the Government by taking his wife along on one of his FBI office plane flights. Some of these original records did get into Sessions’ possession, and he formed élite units to investigate, for criminality, both George Herbert Walker Bush and his sons, as well as the Bush Family cronies Bill and Hillary Clinton'.
'Foster was murdered because of the massive Medicare/hospital/State Government/commodity markets fraud as well as for other reasons. For safe-keeping, Sessions parked the original records documenting massive fraud of the Fund, in the Alfred Murrah Federal Office Building in Oklahoma City. The records were destroyed in the multiple bombings, internal and external, of the building, on April 19, 1995. There is substantial reason to believe that the FBI and the US Treasury’s Bureau of Alcohol, Tobacco and Fire-Arms [BATF, a.k.a. ‘Alphabet Soup’], allowed a foreign unit, tied to Iraq with American surrogates as dupes, to bomb the building’.
SESSIONS’ & NAZI PAPERS DESTROYED IN OKLAHOMA BOMBING
Another motive for the Oklahoma bombing, Sherman thought, would have been to enable President Clinton to buttress his flagging power following the 1994 Congressional Election debacle.
But a deeper reason will have been the presence in the same building, of the files on postwar German Nazis presided over by the head and founder of the German Nazi Continuum strategic deception ‘Black’ agency, Deutsche Verteidigungs Dienst (DVD), Admiral Canaris, who surfaced after the War in Oklahoma, under the alias Samuel Randall Pittmann (having NOT been hanged in the nude at Flossenberg on 9th April 1945, as promulgated by ongoing Nazi ‘Black’ propaganda).
Thus, when the Murrah Building was bombed, several birds were killed with one exploding stone: both Sessions’ sensitive documents AND the tell-tale Nazi papers, were incinerated.
The world was then treated to the exposure of President Clinton’s depraved behaviour in the Oval Office area with the Mossad agent Monica Lewinski, by supposed ‘Independent’ Counsel, Kenneth W. Starr, who just happened, also, to be the Attorney for – the Children’s Defense Fund.

Why does movie mogul David Geffen hate the Clintons so much?
His personal attack made this week on Hillary Clinton harkens back to then-President Bill Clinton’s refusal to pardon an American Indian activist Geffen believes was falsely convicted of murder.
DreamWorks co-chairman Geffen and Bill Clinton were once close, and Geffen raised some $18 million for Clinton. He was even a guest in the White House's Lincoln Bedroom during the Clinton presidency.
Geffen turned his back on his friend when he pardoned fugitive financier Marc Rich in the last days of his administration – after rebuffing Geffen’s request for a pardon for Leonard Peltier.
In June 1975 – during protests by the American Indian Movement – federal agents entered a ranch on the Pine Ridge reservation in South Dakota. Following a shootout, two agents were found shot at close range through the head.
Peltier, who was on the reservation that day, fled to Canada but was later extradited, convicted of murder and sentenced to two consecutive life terms. He remains behind bars. Supporters, including Geffen, have claimed that authorities falsified evidence and withheld other evidence at the trial, and have long sought a pardon for Peltier, now 62 and in poor health.
In his recent anti-Clinton remarks that were quoted by New York Times columnist Maureen Dowd, Geffen called Bill Clinton a "reckless guy,” criticized Hillary’s stand on the Iraq war, and asked if there is "anybody more ambitious than Hillary Clinton?”
Geffen, who is supporting Sen. Barack Obama for the Democratic nomination for president, also said: "Marc Rich getting pardoned? . . . Yet another time when the Clintons were unwilling to stand for the things that they genuinely believe in.”
Word from Hollywood sources was the Geffen, at first, had taken Clinton’s decision not to pardon Peltier in stride.
But Geffen went ballistic when he learned that President Clinton issued pardons to wrongdoers like Rich and 139 others in his final days in office. Among the pardons that sparked the most controversy:
* Marc Rich was indicted on tax evasion, commodities fraud and other charges in 1983 and fled to Switzerland. After Clinton pardoned him, a House committee probing Clinton’s pardons sought testimony from Rich’s ex-wife Denise, who had been a major contributor to Democratic causes – including Hillary’s Senate campaign and the Clinton Presidential Library. Denise Rich invoked the Fifth Amendment.
* Almon Glenn Braswell was pardoned of his mail fraud and perjury convictions after paying about $200,000 to Hillary’s brother, Hugh Rodham, to represent his case for clemency. He later returned the payments, but he too invoked the Fifth Amendment during a Congressional hearing.
* In 2000, Clinton pardoned Vonna Jo Gregory, owner of the carnival company United Shows International, and her husband Edgar for a 1982 bank fraud conviction. After the pardon, the company gave Hillary’s brother Anthony Rodham $107,000 in "loans” that he has never repaid.
* On his last day in office, Clinton pardoned his old friend Susan McDougal, who had already completed her sentence for her role in the Whitewater scandal.
* Clinton also pardoned his brother Roger on drug charges, and former Housing secretary Henry Cisneros, who was convicted of lying to the FBI about payments to a mistress.
* Clinton slashed the prison sentences of four men convicted of stealing millions in federal grants. The men were from a community of Hasidic Jews in New Square, N.Y., which voted 1,400 to 12 in favor of Hillary Clinton in her first Senate race.
* Clinton also commuted the sentences – over the objections of the FBI and the U.S. Attorney’s Office – of 11 members of a Puerto Rican nationalist group that set off more than 100 bombs in the U.S. The large Puerto Rican community in New York City supports Democrats.

Speaking on behalf of the national Leonard Peltier Defense Committee, I am both shocked and saddened by President Clinton's decision to deny executive clemency to Leonard Peltier.
Recently, world support for the immediate and unconditional release of Mr. Peltier had reached remarkable levels, with calls and letters arriving from such renowned human rights and religious leaders as Nelson Mandela, Coretta Scott King, the Southern Christian Leadership Conference, Amnesty International, Nobel Laureate Rigoberta Menchu and the Archbishop Desmond Tutu, amongst many others. Grassroots support from people across the country had swamped the White House phone and fax lines for months. Native nations and organizations made their support known again and again in powerful messages. Thousands of concerned citizens walked and prayed in the streets of New York on International Human Rights Day. Yet somehow none of this was enough.
Why? The question remains for William Clinton to answer. The fact that so light a penalty attached to the perjury charge in the Monica Lewinsky case raises disturbing issues. We would like an explanation.
As president, Clinton had called for national reconciliation and racial unity in this country. He has called for "One America" and emphasized the great racial disparity and discrimination so evident in our criminal justice system. He has called again and again for respect and equality for all races. He has stressed the need for righting historical injustices and healing long festering wounds inflicted upon people of color. He has insisted that the United States take its place as a world leader of human rights affairs. He has personally visited Pine Ridge Reservation, the site of the tragic shoot out at Oglala a long and bitter quarter of a century ago, and called for greater respect and justice for our first citizens.
Yet in this last and most critical test, President Clinton has betrayed his own goals and ideals. Again we must ask why?
Peltier has been imprisoned for 25 years without ever receiving the benefit of a fair trial. The FBI forced Myrtle Poor Bear to sign a false affidavit, then committed fraud upon the Canadian government by presenting her statement to their courts of law. Three teenaged boys were terrorized and coerced into giving false testimonies to the grand jury and at his trial. A ballistics test reflecting his innocence was concealed from the defense and the FBI expert gave distorted testimony to the jury. No consequences for these illegal acts have ever attached.
Today even the United States Attorneys admit that no one knows who fired the fatal shots. Yet Leonard Peltier was denied a new trial on a technicality, with the judge admitting that a strong doubt was cast on the prosecution's case. Even that judge now supports clemency. Meanwhile Mr. Peltier himself is long overdue for parole and receives human rights awards for the remarkable human rights work he carries out from behind bars. He is now in failing health.
Most disturbing still is the fact that Leonard's highly controversial conviction is deeply rooted in one of the most grim chapters of recent American civil rights history, specifically the reign of terror, which took place at Pine Ridge after the celebrated Wounded Knee standoff. Between 1973 and 1976, FBI backed vigilantes terrorized, battered and assaulted scores of Lakota Traditionalists and AIM supporters throughout the reservation. Houses were burned and entire families were wounded in drive by shootings. While the FBI stood by, some 64 AIM members and supporters were murdered, their deaths never properly investigated or vindicated. Civil rights organizations excoriated FBI abuses again and again.
It can again be said that the history of our government’s dealings with the first citizens of this country has been tragic at best, and oftentimes shameful. It is difficult to imagine a case more crucial to national reconciliation and healing that the case of Peltier. Yet a door, instead of opening, has been slammed and locked. Our society will pay the price.
This day will be remembered as but another day of U.S. government shame and betrayal of Native people.

Thank you for your interest in representing all US Americans in the 2008 Presidential Election. I am writing to share ideas that I believe will be helpful, or important for you to consider to protect goals, aspirations we may share. I was born in Brooklyn in 1951 and in Junior High School when president Kennedy was assassinated, and in high school when RFK and MLK were killed. I watched in horror as the Vietnam War escalated, as well as the suffering for many, beyond my comprehension. How can we protect our leaders, or the platform they have pointed us towards? My answer to this is a living will with a succession plan in the event of an assassination. To help this plan be accepted a leader should produce a video as if one is on Earth no more, but can leave a message to guide and unite the people to a successor to accomplish our goals shared by most all Americans. If Senator Paul Wellstone had in place such a video, distributed amongst trustworthy aides, and released to television, the US Senate would have remained in the Democratic Party leadership and furthering its ideals and ideologies represent the people of the United States of America.
I am unsure of your involvement or response with the corrupt part of the US government that has covered up real investigations of what happened on September 11, and afterwards, including deadly Anthrax poison produced in a US military laboratory and sent to Democratic Party leaders and major media networks. But I take heart in your unwillingness to endorse the authorization for war on Iraq by the Bush administration, and the possibility that the war within our government against the neocon agenda would be served well with your election, especially compared to another Clinton or war-mongering Republican administration.
I doubt you would be so bold at this time to draw a clear division between you and the Clintons, but if care about the minority of minorities, and willing to confront the worse in our FBI, I would suggest mentioning your consideration, if elected President, for a Executive Clemency review of the case of Native American prisoner Leonard Peltier. Enclosed is an editorial I wrote responding to the decision of Bill Clinton to not grant him a response to his Clemency petition. I know that President Clinton wanted to grant Clemency, but I believe he was influenced with threats to forego that decision. It is on record that the FBI leadership had about 500 agents march to the White House to disapprove of such a decision, even though it is on record of a false affidavit to extradite him from Canada, and a jury being misled to believe that Peltier’s rifle was used to shoot two FBI agents on the Pine Ridge Reservation.

Fort Lauderdale, Fla. - Ross Perot. Ralph Nader. Like theirs, my face is pinned up on the dart boards of angry partisans everywhere. I was bitterly accused of spoiling the 1980 election and helping Ronald Reagan beat Jimmy Carter.
But the real culprit is America's practice of plurality voting, by which candidates win without an absolute majority. In this system, third-party hopefuls can rarely aspire to be more than "spoilers." Worse, the one-third of all voters who are not registered as Republican or Democrat feel pressured to vote against their worst nightmare rather than their best hope.
A simple reform would correct this problem. Instant runoff voting (IRV), which lets voters rank their choices, would allow America to achieve the basic goal of its electoral system – electing the candidate with the most support.
Plurality voting, used by all states in presidential elections, allows candidates to win all of a state's electoral votes without getting an absolute majority of the popular vote. In recent elections, this system has hurt Democrats and Republicans alike. In 1992, Ross Perot took 19 percent of the vote. That support, observers speculate, sapped George H.W. Bush's support, giving him just 37 percent of the vote and helping Bill Clinton to win with 43 percent. In 2000, Al Gore lost Florida and the presidency by 537 votes to George W. Bush, even as Ralph Nader won 97,488 votes in Florida – more than 181 times Bush's victory margin.
Because the majority can split its vote with third-place contenders and lose, plurality voting forces too many Americans to vote for their second-choice candidate who has the better chance of winning, rather than the one we actually want.
General elections should be a marketplace of innovative ideas, and independent and third-party candidates can prevent them from becoming a showcase for an overly narrow ideological duopoly. Yet such candidates are pilloried for trying to break the red-blue grip and add a fresh voice to the debate.
It is unfortunate that independent candidates must face these attacks when about one-third of Americans are not registered with a major party. Throw in their distorted nomination process, and it becomes painfully obvious why so many people feel frustrated with electoral politics.
If the US used IRV for presidential elections, voters could avoid the currently dysfunctional system and choose their leader by popular vote, by ranking candidates in order of preference.
IRV is an increasingly popular voting method that leading politicians have supported and other countries already use. Prominent leaders from both parties have backed IRV, including once and current presidential contenders John McCain, Howard Dean, and Barack Obama. Ireland elects its president by IRV; London, its mayor; and Australia, its House of Representatives.
Although critics say IRV would be too complex for voters to understand, the process is as simple as deciding among friends where to go for dinner – everyone knows how to rank their preferences. Voting machines and software could be upgraded to handle the new system.
For IRV to spread nationwide, states could adopt the voting method for congressional and presidential races by mere statute. Indeed, Vermont's state legislature may send the governor a bill to adopt for congressional offices this winter. Voters in nearly a dozen cities, including Minneapolis, San Francisco, and Oakland, Calif., have passed IRV ballot measures, typically by a landslide.
By supporting IRV, Democrats and Republicans can defend their majority status at the polls rather than through machinations over access to ballots and debates. Perhaps some fear this system would encourage third parties to flourish, but third-party and independent candidates already are part of the political system, and they are only likely to grow in support given the increasing apathy toward the major parties.
As the presidential primaries draw near, all eyes are on the major party frontrunners as they stump across the nation to raise money and harvest votes. But some of the biggest 2008 headliners may be quietly waiting on the sidelines. Challengers to the duopoly may well come from the left and the right, meaning that both parties may have at least one fit of anxiety before next November.
Perhaps by 2012, Americans will have decided they want a system that allows them to vote their consciences instead of their fears. Instant runoff voting is one choice voters are sure to embrace.

Instant runoff voting keeps making big strides. FairVote chairman and former presidential candidate John Anderson put IRV on the national radar with an op-ed that appeared in the Christian Science Monitor, the Chicago Sun Times, and other major papers.
In North Carolina, Cary held its first IRV election on October 9, and a recent survey showed an overwhelming preference for IRV, and 96 percent said it was easy to understand. The North Carolina Center for Voter Education produced an excellent video explaining IRV, and it was featured in a Raleigh newscast. Hendersonville (NC) will use IRV for the first time on November 6, the city council of Santa Fe (NM) gave unanimous preliminary approval to place IRV on the March 2008 ballot, and the city of Urbana (IL) is considering the same for a February 2008 ballot.

President Bush places himself above the law -- even ones he signed.
An honorable president would have the gumption to veto bills he found objectionable. But as Americans have learned by now, there is no room for honor in President Bush's Oval Office.
He prefers chicanery in the form of "signing statements."
Prior to delivering the State of the Union Address on Monday, Bush eviscerated four key provisions of the new defense bill by saying he will ignore parts of the law he doesn't like.
Bush finds objectionable provisions that:
- Forbid the United States from building a permanent military base in Iraq and controlling Iraq's oil reserves.
- Create a wartime commission to investigate waste, fraud and abuse by military contractors and finally hold them accountable.
- Offer protection for employees of government contractors who expose wrongdoing.
- Require intelligence officers within 45 days to either respond or state why they will not produce documents requested by the Armed Services committees of Congress.
The Bush administration repeatedly has denied concerns that it seeks to create a permanent base in Iraq. But this signing statement and the president's reluctance to bring before Congress a pact it is negotiating with Iraq regarding the presence of U.S. troops beyond 2008 indicate otherwise.
