Humans have long sought to control the weather. Early people learned how to make fire and modify their micro-environments; rain dances and other rituals to alleviate droughts are part of our folklore. So news that the government is engaged in secret experiments to control the weather should come as no surprise -- especially after a long history of "cloud seeding," "atom splitting" and cloning revelations.
In fact, a vast majority of people would be shocked to learn that this orphan of the cold war is still in practice. As the U.S. and former Soviet Union spent trillions of dollars on their militaries, their commitment to mutually assured destruction led to extensive experimentation with the use of weather as a weapon. In 1977, the Saturday Review cited a CIA report hinting that the U.S. government already had the power to massively manipulate the weather for war purposes.
As the Soviet Union disintegrated, a 1993 Isvestia article suggested theU.S. might want to partner with the Russians in peddling their top-secret technology to the world. Oleg Klugin, a high-ranking KGB officer, bragged of his involvement in geophysical weapons research to a London newspaper. The grid patterns of jet chemtrails now spotted throughout the Western world are likely the application of these technologies to new military and civilian uses.
The military is not attempting to hide its long-term goals. "Weather is a Force Multiplier: Owning the Weather in 2025" is a white paper that can be found on a Pentagon-sponsored website. The paper's abstract reads: "In 2025, U.S. aerospace forces can 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies towards fighting applications. Such a capability offers the war fighters tools to shape the battle space in ways never before possible... In the U.S., weather modification will likely become a part of national security policy with both domestic and international applications."
Wired magazine wrote about the paper and extensively quoted physicist Bernard Eastlund in its January 2000 article "Activate Cloud Shield! Zap a Twister!" The article detailed the military's plan for "made-to-order thunderstorms" and "lightning strikes on demand."
Eastlund managed programs for Controlled Thermal Nuclear Research for the U.S. Atomic Energy Commission from 1966 to 1974; he was a key researcher in the 1980s' Strategic Space Initiative (aka Star Wars). Since 1996, Eastlund served as CEO and president of Eastlund Scientific Enterprises Corporation. The company boasts on its website that it specializes in "weather modification" and "tornado modification" among other high-tech services.
Eastlund considers the High Frequency Active Auroral Research Program (HAARP) in Alaska a smaller version of what he envisions for weather modification. In response to Michael Theroux of Borderland Sciences -- who asked Eastlund whether the HAARP station could affect the weather -- Eastlund replied: "Significant experiments could be performed... The HAARP antenna as is it now configured modulates the auroral electrojet to induce ELF waves and thus could have an effect on the zonal winds."
At the Space 2000 Conference and Exposition on Engineering, Construction, Operations and Business in Space, sponsored by the American Society of Civil Engineers, Eastlund outlined his plan for zapping tornados with an electromagnetic radiation beam from the proposed Thunderstorm Solar Powered Satellite he's developing with the help of the European Space Agency and Jenkins Enterprises.
U.S. patent number 6315213, filed on November 13, is described as a method of modifying weather and should concern the public. A scientist from Wright Patterson Air Force Base acknowledges that planes are spraying barium salt, polymer fibers, aluminum oxide and other chemicals in the atmosphere to both modify the weather and for military communications purposes. The patent abstract specifically states: "The polymer is dispersed into the cloud and the wind of the storm agitates the mixture causing the polymer to absorb the rain. This reaction forms a gelatinous substance which precipitate to the surface below. Thus, diminishing the cloud's ability to rain."
Answering the age-old question, Who'll stop the rain?: Apparently our government and a few of their closest friends in the military industrial-complex. The emergence of Edward Teller promoting this startling technology is more than scary. (Teller was the father of the H-Bomb and grand promoter of Readi Kilowatt, our perky little radiation friend from the '50s; one of his bright ideas from the '50s was to create harbors by nuking our own coastline.) The April 24 New York Times reported that Teller "has promoted the idea of manipulating the Earth's atmosphere to counteract global warming." The computer simulations on the use of aluminum oxide to counter global warming come from the Lawrence Livermore Weapons Laboratory, where Teller serves as director emeritus.
There should be little doubt that this would be a priority for the government -- or for for-profit military contractors. While 2001 was the second-hottest year on record (1998 holds the record as the hottest year), the nine hottest years on record have occurred since 1990. But why would the government conduct anti-global warming experiments in secret?
Investigative reporter William Thomas holds that there's a link between the recent increase in asthma, allergies and upper respiratory ailments and the chemtrail spraying. Sound crazy? Remember, it sounded absurd when reports first came out that the government had conducted radioactivity experiments on U.S. citizens and released radiation from nuclear plants to test the effect on civilian populations. It sounded bizarre when news first filtered out that the government was engaged in the MK-Ultra mind-control experiments using LSD. The CIA and Defense Intelligence Agency admit they were responsible for many of the UFO sightings in the 1950s in order the explain away experimental military technology.
From public documents to mainstream news accounts, the record is filled with reports of weather-modifying technology left over from the Cold War. Now we have a right to know what, if anything, the government plans to do with it.

The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons." In the US, the technology is being perfected under the High-frequency Active Auroral Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

WASHINGTON, Feb. 11 - NASA says the future of space exploration is rooted in the past, and it is time to look again at nuclear power as the way to the stars.
Years after largely abandoning efforts to apply atomic power to space, NASA last week announced a Nuclear Systems Initiative that it said could jump-start space exploration within a decade. Tucked away in the Bush administration's proposed 2003 budget for the agency is $125.5 million to begin moving NASA into a new nuclear age.
In the early days of the space program, NASA looked into nuclear-powered rockets as a possible means of sending humans to Mars and other planets. The agency tested some atomic rocket engines, but abandoned the effort because no missions arose to use them. In the new program, nuclear reactors would not directly produce thrust to propel rockets as in the earlier program, but would be activated when far from Earth, to supply power for other types of engines.
The agency also developed electric generators powered by radioactive materials that have been flown on two dozen spacecraft, including the Pioneer and Voyager outer planet probes and piloted Apollo missions to the moon. In 1997, the launching of another probe with a nuclear generator, the Cassini mission to Saturn, drew protests from some environmental and antinuclear groups that worried that a rocket explosion might spread radioactivity.
Now only one of these power units, called radioisotope thermoelectric generators, or R.T.G.'s, remain in the civilian space inventory, and officials say it is time to reopen production lines. The new program, they say, presents an opportunity to design and build new generators that are more efficient, require less nuclear fuel and can be used on more varied spacecraft.
NASA is proposing to spend $950 million over the next five years to develop new types of atomic-powered generators to supply electricity for spacecraft, and also to build nuclear electric rockets to propel ships through space at greater speed than possible with traditional rockets.

Building and operating the major missile defense programs now under development by the Bush administration could cost as much as $238 billion by 2025, according to a study released today by the Congressional Budget Office.
The study provides one of the most detailed and comprehensive cost analyses to date of the Pentagon's missile defense programs, which include ground- and ship-based missiles and space-based lasers. President Bush has said he wants to build a "layered" system capable of shooting down missiles at varying points in their trajectory.
All those missile defense programs are currently in research and development now, and the study's estimates are based on the assumption that all will eventually become operational. The Pentagon said that is not likely to happen.
"It's too early to start using these numbers," said Lt. Col. Rick Lehner, a spokesman for the Missile Defense Agency at the Pentagon. "You don't know whether any of these programs will ever be deployed. Obviously, we will have a missile defense system, but what will be deployed remains to be determined."
Still, the study drew quick reaction from three senior Senate Democrats who have been critical of Mr. Bush's missile defense plans: Tom Daschle, the majority leader, Kent Conrad, chairman of the Budget Committee, and Carl Levin, chairman of the Armed Services Committee.
"If the administration decides to pursue such a costly program, it could draw resources away from programs to counter other, more likely and more immediate threats we know we face: terrorism, attacks with anthrax or other biological and chemical agents," the three senators said in a statement.
But supporters of missile defense said the cost estimates were premature. "This should not dissuade us from testing at this early stage," said an aide to Representative Curt Weldon, Republican of Pennsylvania. "Proliferation of missiles did not go away after Sept. 11."
The study projects the cost of developing, building and operating a wide array of radar equipment, satellite technology, interceptor missiles and lasers that the Pentagon sees as part of a layered system.
The budget office says that a system of ground-based missile interceptors would cost between $26 billion and $74 billion through 2015, depending on how large the system was. A system of missile interceptors launched from ships would cost between $50 billion and $64 billion through 2015, the report said. And a space-based laser system would cost between $82 billion and $100 billion through 2025.
In a letter to Mr. Daschle, the budget office warns that it might be inaccurate to add all the component costs together, arguing that the Pentagon could save money by developing all the systems together and sharing technology among them.

China blamed the United States on Thursday for the "grave situation" facing global attempts at arms control, saying its recent rejection of a number of pacts had weakened international confidence in the process.
Although it did not specifically name Washington, China pointed to examples where international arms treaties had either been spurned or were in difficulty -- all of them involving the United States. These included the 1972 Anti-Ballistic Missile (ABM) treaty, from which the United States is withdrawing, and a failed attempt to give teeth to a world ban on biological weapons, also largely due to Washington's opposition.
"All these have...a negative impact on the mutual trust among states and the overall confidence in multilateral efforts in the field of arms control and disarmament," China's ambassador for disarmament affairs Hu Xiaodi said.
"The international arms control and disarmament process is facing a grave situation beset by enormous difficulties," he told the Conference on Disarmament.
The Geneva-based Conference, the world's principal disarmament negotiating forum which has spawned several international treaties, has been deadlocked for more than three years. The disputes centre on whether to launch international negotiations on a treaty to ban arms in space as well as on outlawing the production of fissile material that could be used to make nuclear weapons.
NEW APPROACHES
Speaking for the United States, new ambassador Eric Javits reaffirmed Washington's commitment to having international accords on arms control but said the September 11 attacks in New York and Washington showed the old approaches might not always be effective.
He said Washington's decision to build a defensive missile shield, something forbidden under the ABM, reflected the country's need to protect itself in a world where militant groups, perhaps backed by rogue states, posed a serious threat.
"To reduce the possibility that missiles will be used as tools of coercion and aggression, the United States needs updated means of dissuasion," Javits told the Conference.
The Conference impasse essentially pits the United States against China and Thursday's speeches gave no indication that it would be broken soon, diplomats said.
"We are going to have to wait until after Bush has visited Peking. Perhaps something will happen there," said one European diplomat referring to President George W. Bush's trip to China set for later this month.
Most of the 66 member states of the Conference back the opening of negotiations on the banning of the making of fissile material for nuclear weapons, but the United States and China are split on the question of outer space.
Washington is willing to open exploratory talks on the space question but China wants to go right into negotiating a ban. Beijing will not open negotiations on the fissile issue without an accord to negotiate on outer space.
Sweden's Foreign Minister Anna Lindh attacked the Chinese stance, which is supported by some other developing countries, saying that she could not accept that the Conference was being held up by "artificial links between topics".
But the minister, whose country has a long tradition of neutrality, also had strong words for Washington. She regretted the U.S. administration's opposition to ratification of the Comprehensive Test Ban Treaty on underground nuclear blasts and said the plan to build the missile defence shield risked leading to a new arms race.
The Conference meets for three sessions each year but it has been unable to agree on a work agenda since 1998.
